devops(triage): ship the shared bot guides with the run-agent action - #43742

The triage guide, the revision guide and the bot voice move to .github/actions/run-agent/guides/. The action copies them to the runner and tells the agent where they are, so every repo that runs the action gets the same instructions. The triage skill links to the shared guide and keeps only what is specific to this repo. The revision skill is gone; the revision workflow prompt has its two lines. The build and test details for the agent are in AGENTS.md. The checkout is $REPO_DIR in every repo.
