Walkthrough
This pull request adds configurable build identity and deterministic build settings, changes generated temporary names, corrects pointer-map clearing, and updates CI triggers and reusable toolchain workflows with test-input hashing and result caching.
CMake accepts EDG_BUILD_IDENTIFIER and applies path mappings when it is set. GNU builds then assign source files path-based random seeds. Version, configuration, and PCH output use build_stamp; documentation and a pending-changes note describe these settings.
Archive and generated-C settings lib_src/CMakeLists.txt, lib_src/cmake/lib_build_support.cmake
Linux archive commands use deterministic options. Generated C stays in the object directory, and the custom command uses that directory. Include paths are normalized before they are passed as system includes.
Temporary names and expected compiler output src/il_to_str.c, tests/tests/cwg/*, tests/tests/edg/*, tests/tests/imported/*
Temporary-name IDs are assigned by first use within each generated file. Expected compiler output uses updated identifiers and diagnostic locations; some recorded compiler-output fixtures are removed.

Summary
Workflow triggers and commit validation .github/workflows/commit-messages.yml, .github/workflows/dev-tools-tests.yml, .github/workflows/strict-build-check.yml, .github/workflows/typecheck-python.yml, .github/workflows/build-and-test-ci.yml
Commit-message validation selects pull-request or merge-queue commit ranges. Other workflows remove push triggers or path exclusions. Runner image digests are updated.
The prepare job provides a test-input hash. The library and CLI hash Git-tree inputs selected by configuration. Tests cover input selection, hash changes, and command output.
Build, test, and coverage workflow .github/workflows/ci-toolchain.yml, .github/workflows/build-and-test-ci.yml, dev_tools/docker/ci-runner/setup-scripts/install-software.sh
Reusable toolchain jobs build presets and run test configurations. Cache hits restore prior passing-run metadata and coverage. Successful uncached runs save test and coverage data. The runner setup adds zstd.

Merge Risk: Moderate · up to be731
Generated code can bind to the wrong identifier when a temporary name collides with a source name. Resolve that risk before merging; oversized build identifiers also need a bounded PCH identifier.
Security architecture risk: Low · up to be731
Exact-input cache keys and success-only recording constrain test-result reuse. No introduced architecture-level security issue was established in the inspected paths, but live cache isolation, required merge checks, and the wider changed surface remain only partially verified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The principal security-relevant outcome is the integrity of CI pass decisions for repository-controlled builds and tests. A cache hit becomes sufficient to skip execution, making cache authorization and input equivalence part of that control boundary. The inspected implementation does not establish exposure to production tenants or data stores.
Trust Boundaries and Controls
observed — Only an exact cache hit skips tests; no restore-prefix fallback is configured. Configuration and content digests constrain equivalence. The workflow documents ref-scoped cache isolation, but enforcement of that external authorization boundary was not independently inspected.
Resilience and Maintainability Implications
inferred — For ordinary workflow execution, failed or interrupted tests cannot create a reusable passing record: recording requires a successful test outcome and an existing configuration coverage report, and saving requires successful record preparation. Cache-hit runs do not execute the test step and therefore do not create fresh pass records. Concurrent identical-key saves rely on external cache immutability rather than a repository-managed transaction.
Hardening Proposals
proposed — For release builds that retain PCH files across compiler upgrades, derive BUILD_IDENTIFIER from immutable build inputs or enforce its uniqueness in release tooling. This would automate the documented caller responsibility; it is not an observed vulnerability in the inspected CI flow.

Explanation
The title "Reproducible Builds + GitHub Merge Queue Optimizations" matches two main themes of the changeset. The build-identifier, path-mapping, and deterministic archive changes address reproducible builds. The workflow edits remove push triggers and keep pull_request and merge_group triggers, which addresses the merge queue optimization. The title is short and specific, and it does not describe anything absent from the changeset.
Full details: Docstring Coverage
Explanation
Docstring coverage is 37.50% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 16 functions across 8 files. (63 skipped: 62 unsupported, 1 too large.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

RE 1:
It still is a (map of) pointers to unique IDs ... so I think the existing name is fine (I prefer it personally to just unique_id_map). A counter-proposal would be perhaps calling it temporary_to_id?
That also removes the slight UUID implication/suggestion.
RE 2:
It's a good question ... that would surface it more visibly, but I'm not sure that buys us anything. I think I'd prefer to keep this an implementation detail unless anyone asks for that to be controllable by an_il_to_str_output_control_block.

Counter-counter-proposal ;-) : ptr_to_id_map ?
I suggested making it part of an_il_to_str_output_control_block to ensure that there is no interference between unrelated output streams. I'm fine delaying that to another issue/change though.

I suggested making it part of an_il_to_str_output_control_block to ensure that there is no interference between unrelated output streams.
One risk is that different output streams could come up with different ids or reuse the ids. I think we want interference to keep things distinct as needed (as they would've been previously ptr X always was X, having a per output stream X -> Y could result in an actual functional change in the most extreme case).
I think we should leave this alone on both counts after further thought. It's a pointer to a translation-unit level unique id given the same IL temporary pointer.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Normalize paths in runtime-library debug information.
obj_dir is under PROJECT_BINARY_DIR, and -g reaches the native compiler. Builds in different directories therefore record different paths in their objects and produce different archives. Map both build and source paths to stable paths when compiling the runtime library. (raw.githubusercontent.com)

I've attached a patch file that would fix eviction of SoftFloat. There's also no specific eviction going on here, but GitHub will send you an email if your cache is oversize. They'll just apply FIFO eviction which is why you need to avoid that from happening to SoftFloat.
I don't think the SoftFloat thing is worth worrying about. We have a cache hit on that for every strict build that hits main and our caches are relatively small at the moment (< 100MB out of the 10GB default cache size).
