Preserve distinct forwarding names in diagnostics
When enabled forwarding entries have distinct quoted YAML keys such as "backend" and " backend ", the forwarding path processes them as separate targets, but trimming here turns both into "backend"; VotifierDiagnosticsSnapshot then deduplicates them while leaving forwardingKnown=true. This gives management consumers incomplete evidence marked as complete. Preserve the raw name so snapshot validation rejects noncanonical keys, or detect normalization collisions and mark forwarding unknown.

Safely publish receiver replacements to diagnostic callers
When management software calls this accessor from a thread other than the platform reload thread, the unsynchronized, non-volatile voteReceiver read is not guaranteed to observe the replacement written by reload(). It can therefore keep snapshotting the old closed receiver and report the listener as unavailable after the new listener is healthy; the same data race exists in the added BungeeCord and Velocity accessors. Publish each receiver field safely (for example, make it volatile) so post-reload snapshots observe the current receiver.

Treat unreadable forwarding entries as unknown
When a Bukkit or Bungee forwarding key exists but its value is malformed (for example, a scalar instead of a configuration section), getServerData(name) returns null; this branch silently skips the entry while leaving forwardingKnown=true. Management consumers can therefore receive an empty, supposedly complete forwarding inventory even though the configured target could not be classified. Set forwardingKnown=false whenever the server data is unavailable.

Adds an optional immutable
getNetworkHealthSnapshot()accessor to Bukkit, BungeeCord and Velocity entry points so VotingPlugin can distinguish a listener from a second enabled socket-forwarding path. The snapshot reports provider presence, listener initialization, whether forwarding evidence is complete, and at most 100 enabled forwarding entry names. It exposes no hosts, ports, tokens, keys, credentials, files or logs. Missing or partial evidence remains unknown. Receipt, events and forwarding behavior are unchanged; older consumers continue normally without using the accessor.
Validation:
mvn -B -f VotifierPlus/pom.xml testandpackageboth pass all 145 tests, including active/closed/unavailable listeners, bounds, immutability and platform accessor coverage. VotingPlugin's optional integration test consumes this exact candidate JAR. Diff/credential checks pass. Fresh independent read-only review: No findings. This API is optional for the paired VotingPlugin/Control Network Doctor changes; they can deploy safely without it and show UNKNOWN for unavailable listener/forwarding observations.
Related: BenCodez/VotingPlugin-Control#26 (health model/UI), BenCodez/VotingPlugin#1689 (diagnostic producers), #186 (optional safe snapshot).
Review follow-up: enabled forwarding entry names are passed unchanged to snapshot validation. Distinct whitespace-padded YAML keys downgrade completeness instead of being normalized into one complete-looking destination. Regression and full builds pass; independent read-only follow-up review: No findings.
Additional review follow-up: all three platform receiver fields safely publish replacements to background diagnostic callers, preventing stale closed-listener snapshots after reload. Platform publication regressions, full tests/package and independent read-only review pass.
Classification follow-up: a configured forwarding entry with unreadable/malformed server data downgrades forwarding completeness to UNKNOWN rather than looking disabled. Regression and full builds pass; independent focused review: No findings.
