Reject tilde-prefixed XDG paths.

NSString.isAbsolutePath accepts ~ prefixes, but XDG requires relative values to be ignored. With XDG_CACHE_HOME='~root/cache', xtool can select an inaccessible directory instead of the fallback. Check for a leading / on Linux. (raw.githubusercontent.com)

Review comment at @Sources/XUtils/XToolCache.swift at line 12:
Update the XDG_CACHE_HOME validation in the cache-path selection logic to accept
only values beginning with `/` on Linux; do not use NSString.isAbsolutePath,
which treats tilde-prefixed values as absolute. Ensure relative or
tilde-prefixed values fall back to the existing cache directory.
