Runs whyqd on pandas 3 directly, without Modin or Ray, and leaves the process locale as it finds it. Adds the row key, canonical cell rendering, and column renaming as unused parsers, pins every known fault as a strict xfail, brings in the reader fixtures, and tests on Python 3.12 to 3.14 with the comma-decimal locale generated. Output matches 1.x value for value.
