Net::DNS < 1.10 can't detect nameservers on Windows when the IP is DHCP-assigned (fixed in Net::DNS 1.10), which is how GitHub Actions' windows-latest runners are configured. Strawberry Perl 5.20.3.3 bundles Net::DNS 1.04, so mxcheck always fails there regardless of network access, unrelated to the List::SomeUtils migration. This also fixes CI for Windows + Strawberry 5.20 where that version of Perl comes with a Net::DNS version that doesn't work with the test suite anymore.
