Updates the CI workflow to current action versions.

Changes:

  • actions/checkout v3 -> v7
  • actions/setup-java v3 -> v6
  • actions/cache v3 -> v6
  • actions/upload-artifact v3 -> v7
  • actions/download-artifact v3 -> v8

The artifact v2/v3 actions are retired, so the artifact upload and download steps that run on main and tag builds no longer use a supported version. Artifact names here are unique per matrix leg (target-os-java-scala), which works unchanged on v7 and v8. setup-java v6 still supports the jdkfile distribution and jdkFile input used in this file.

Validation:

  • actionlint passes on the workflow files
  • typelevel/download-java is already on its current major (v2) and is unchanged

Note: peaceiris/actions-gh-pages in the tag-only Publish site step stays at v3.9.0 because it is a publish step, out of scope for this change. The workflow run on this PR starts in the action_required state because it is the first pull request from my fork; a maintainer needs to approve the run before checks start.

Scope: .github/workflows/ci.yml only.

actions/checkout v3 -> v7, setup-java v3 -> v6, cache v3 -> v6,
upload-artifact v3 -> v7, download-artifact v3 -> v8.
typelevel/download-java stays on the current v2 major.
The artifact v2/v3 actions are retired, so the upload and download
steps on main and tag builds no longer run on a supported version.
The jdkfile distribution and jdkFile input used here are still
supported in setup-java v6.
