Update SIL.*Tasks to 4.0.0 and fix restore against libpalaso 18.0.0 - #404

Conversation
The floating 18.0.0-* libpalaso references started resolving to stable 18.0.0, whose minimums for L10NSharp, icu.net, System.Resources.Extensions and NUnit are above what Chorus pinned, so restore failed with NU1605. Raise those pins and pin libpalaso to 18.0.0. L10NSharp 11 no longer pulls in System.ServiceModel, so Chorus references it directly. Security: System.ServiceModel.Primitives 4.8.1 -> 10.1.0 drops the vulnerable System.Security.Cryptography.Xml chain from LibChorus's netstandard2.0 graph (4.10.x and 8.x still carry vulnerable versions). NuGet.CommandLine 6.7.0 -> 6.14.3 in l10n.proj (GHSA-68w7-72jg-6qpp). l10n.proj referenced a nonexistent PkgGitVersion_GitVersion_MsBuild property, so its manual GitVersion import never ran (NuGet already imports those targets) and RestartBuild was always true. ChorusHub.wixproj installs its own SIL.BuildTasks via nuget.exe for the FileUpdate task that stamps the license year, separate from the PackageReference in ChorusHub.csproj. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Summary
Updates SIL.BuildTasks and SIL.ReleaseTasks to 4.0.0. Also fixes
masterrestore, which fails today, and clears every vulnerable package reported bydotnet list package --vulnerable --include-transitive.Why restore broke
The floating
18.0.0-*libpalaso references now resolve to stable 18.0.0. That release requires higher minimums than Chorus pinned, so restore fails with NU1605 (package downgrade):Version changes
net461target. Chorus already targetsnet462.Security
l10n/l10n.projnuget.exe packfor the l10ns package.Other fixes
Chorus.csproj: referencesSystem.ServiceModeldirectly. L10NSharp 11 stopped bringing it in, which broke the net462 build ofChorusHubClient.cs(CS1069).l10n/l10n.proj: referenced a property that doesn't exist,PkgGitVersion_GitVersion_MsBuild. NuGet generatesPkgGitVersion_MsBuild.RestartBuildwas always true, soUpdateCrowdinalways ran a second pass.Considered and rejected
Evidence
dotnet restore Chorus.slnfails with NU1605 in every project except Chorus and ChorusHubApp.After: restore succeeds, and the Release build has 0 errors.
dotnet list package --vulnerable --include-transitivereports System.Security.Cryptography.Xml 4.7.0 in five projects. Restoringl10n.projwarns that NuGet.CommandLine 6.7.0 has a critical advisory (NU1904).After: no vulnerable packages in either.
MakeWixForDistFilesran successfully. Component GUIDs in the regenerated.wxsfiles were unchanged; only theRemoveFileids differed, and those are randomized on every run.Restoreinstalls SIL.BuildTasks 4.0.0, and itsFileUpdate(run on a copy ofLicense.rtf) stamps the license year.StampLicenseYearitself wasn't run, because WiX isn't installed locally.l10n.proj: after restore,RestartBuildevaluates tofalseand-t:GetVersionsucceeds.UpdateCrowdinandPackageL10nswere not run, because they need Crowdin.Merge Danger
