Adds certified voter imports and election readiness verification, allowing operators to compare a completed rehearsal with an unopened official event and retain signed evidence.

  • Enforces optional or required SHA-256 verification before voter writes. Records signed VotersImported evidence with hashes and accepted counts by area, and prevents completed or failed import tasks from being re-executed.
  • Checks approved configuration content and approvers, certified registries and current counts, official zero state, complete active publications, and rehearsal closure and sealing. Only a fully passing check records a signed ReadinessVerified entry.
  • Adds Check readiness to the event Data tab, with individual results and downloadable JSON reports, plus equivalent CLI and permission-controlled API access.
  • Shows a lockdown banner above event tabs, including the recorded start and scheduled end in the event’s timezone when permitted, or an explicit indication that no end is scheduled.
  • Displays translated audit evidence and separate configuration content and manifest hashes. Provisions readiness permissions while preserving historical serialization compatibility.
  • Documents the separate ERT, FTL and official-event procedure, including custody, schedules, registry certification, acceptance ledgers, readiness checks after FTL and at lockdown start, and evidence retention.

Includes unit, PostgreSQL, API, CLI and responsive UI regression coverage, plus lockdown banner scenarios. git diff --check passes; test suites were not rerun while preparing this description.

Readiness reports capture a point-in-time assessment and do not freeze subsequent changes or replace operational approval.

Summary by CodeRabbit

  • New Features
    • Added election-readiness checks in the Admin Portal and CLI to compare a rehearsal event with its official event. Results include evidence and are recorded in the official event’s audit log when the check passes.
    • Added voter-file SHA-256 certification support, including configurable integrity requirements for imports.
    • Added lockdown status banners and clearer audit-log details for readiness checks and configuration imports, including separate content and manifest hashes.
    • Added tutorials and reference documentation for readiness checks and certified voter imports.

Parent issue: sequentech/meta#14215

Add compatible SHA-256 policy and voter-receipt types, append signed audit kinds without changing historical wire bytes, and provision readiness-check for new and existing tenants. Refresh the shared TypeScript contract and portal WASM packages.

Validated in the final implementation: policy/Borsh and permission tests, audit wire/signature suites, realm migration and lifecycle preset tests, and WASM freshness checks.
Parent issue: sequentech/meta#14215

Verify certified hashes before voter writes, retain signed accepted counts per Post, and protect completed or terminal import tasks. Compare authoritative configuration, full census, official zero state, publication and tested seals; append ReadinessVerified only after every check passes.

Expose the permission-scoped Hasura/Harvest action and CLI commands. Include generated GraphQL contracts, rejection coverage and a PostgreSQL journey that reads back and verifies two signed readiness records.

Validation: 22 import and 9 evaluator tests, 76 PostgreSQL tests, 25 Harvest orchestration tests, authenticated route checks and CLI suites passed; native Clippy and formatting passed.
Parent issue: sequentech/meta#14215

Add the event integrity policy selector and required-hash import flow without a bypass. Render signed voter-import and readiness evidence in existing logs, with translated labels and responsive drawer stories.

Validation: 138 focused UI tests, TypeScript source checks, ESLint/Prettier and four new browser scenarios at mobile, tablet and desktop sizes passed. The final mobile rerun loaded the regenerated WASM.
Parent issue: sequentech/meta#14215

Document certified ERT versus actual FTL/official registries, policies configured before signing, terminal import recovery, readiness checks, evidence retention and operator permissions.

📝 Walkthrough

Adds certified voter-file integrity policies and signed import evidence, then compares official and tested election events against five readiness checks. Passing checks create a signed audit entry. Operators can run checks through the Admin Portal or CLI and review reports in event logs.

Readiness checks work, but each check an operator runs is permanently recorded in the signed audit log as a system action. When a check fails, the dialog shows text that describes the passing state instead of the reason for the failure. Some locales also show English labels for configuration-package log entries. These issues are small and bounded; fix the audit classification before production use if possible.

Hyphenate the compound modifier.

Line 79 reads "corrected higher approved revision". This is a minor wording issue that LanguageTool flagged. Rewrite it as "corrected, higher-approved revision" or "corrected approved revision at a higher number". The same pattern appears in the CLI tutorial at line 23 of its file.

Proposed wording

Spanish locale reuses the English configurationPackage strings.

Line 242 sets logsScreen.configurationPackage to englishTranslation.translations.logsScreen.configurationPackage. Spanish users see English text for the signed configuration-package log entries. The rest of the readiness block is translated to Spanish, so this entry is inconsistent. It also conflicts with the learning that new keys need a real translation in every locale. A short comment could mark this as an intentional fallback, as the file does for the custody instructions. Otherwise, add Spanish strings.

Proposed fix
- configurationPackage: englishTranslation.translations.logsScreen.configurationPackage,

Replace the English fallback with a Galician translation for logsScreen.configurationPackage.

Line 242 reuses englishTranslation.translations.logsScreen.configurationPackage. Configuration-package audit entries render in English for Galician users. All other keys added in this file have real translations.

Replace the English fallback with a Basque translation for logsScreen.configurationPackage.

Line 243 reuses englishTranslation.translations.logsScreen.configurationPackage. This change adds readiness and import evidence rows in Basque. Configuration-package audit entries still render in English for Basque users. The Galician file has the same gap.

Add a real Basque translation for this block. The English fallback is acceptable only if the team has agreed on it as a temporary measure.

Add a Dutch translation for logsScreen.configurationPackage.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Show the server reason for a failed check.

For every known check kind, the dialog shows only the fixed translated label, and check.message is discarded. Some of those labels describe the passing state, for example "Both events match the certified district registry."

So a failed check shows a "Failed" chip next to text that describes success. The operator cannot see why the check failed without downloading the JSON. The no-backend-prose rule makes sense for historical log entries. This dialog, however, shows a fresh server response.

Render check.message as secondary text when check.passed is false.

In the readiness-check dialog, known check kinds currently show only their
translated label, hiding the server reason for failures. Update the rendering
near READINESS_CHECK_KINDS so failed known checks also display check.message as
secondary text, while preserving the existing label and behavior for passing or
unknown checks.

Record an operator-initiated readiness entry as USER, not SYSTEM.

post_readiness_verified always sets event_type: SYSTEM. The message still passes actor.user_id and actor.username. record_voter_import uses USER when the actor has a user_id. The signed-message test in signed_messages.rs also expects ReadinessVerified to be USER/INFO. Because of this mismatch, the log list and the log filters label a check that an operator ran as a system action. The signed head keeps that label permanently.

Update post_readiness_verified to set the event type to USER when actor.user_id
is present and SYSTEM otherwise, keeping the existing actor details and
