What changed in this PR
This PR hardens Keycloak realm provisioning by ensuring shipped/imported realms never carry user credentials while preserving service-account configuration and enforcing initial admin password setup.
Changes:
- Strip imported user credentials during realm secret removal and add Rust policy to keep only service accounts + a passwordless
adminrequiringUPDATE_PASSWORDfor new tenants. - Update the remote deployment configuration script to remove user credentials from the realm JSON and fail fast on invalid realm JSON.
- Add focused regression coverage (Rust unit tests + isolated Python script) and document operator steps for admin initialization/remediation.

Keep the template's accented text as written, name the realm template and show jq's error when credential removal fails, skip the script test without jq, and state the service-account contract in its test. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

The realm template no longer carries the admin password, so the guide now tells the operator to set it in the Keycloak console. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

The template's `api-user` stayed enabled in the admin group with no credentials, so a password set on it later would give a working administrator account. Nothing signs in with it; it is now disabled, with a regression test next to the template's no-credentials test. Without template passwords, a fresh devcontainer's `config-cli.sh` could not sign step-cli in as the tenant `admin`, and the dev tooling's `TRUSTEE1_PASSWORD`/`TRUSTEE2_PASSWORD` no longer matched any account. `init-cli.sh` now sources `set-dev-passwords.sh`, which gives the local `admin`, `trustee1` and `trustee2` those development passwords through the Keycloak admin API, only when they have none, and clears the admin's `UPDATE_PASSWORD` action. Deployments are unaffected. Validation: the focused Windmill `realm_user_credentials` and `tenant_bootstrap_admin` tests pass (7). `set-dev-passwords.sh` was run twice against Keycloak 26.0 with a synthetic realm: it set the missing passwords, kept an existing one, changed nothing on the second run, and the admin's password grant then succeeded. Keep Keycloak credentials out of curl arguments.
--data-urlencode "password=$KEYCLOAK_ADMIN_PASSWORD" puts the bootstrap password in the curl process arguments. The bearer-token headers on Lines 25, 32, 38, 43, and 53 expose tokens in the same way. Pass the password through stdin and supply sensitive headers without placing their values in arguments. curl supports reading URL-encoded data from stdin. (curl.se)
Based on learnings: Shell secrets should be supplied through secure files or stdin rather than exposed through variables and command-line arguments.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Complete a partially finished password setup on the next run.
If reset-password succeeds but the user update on Line 43 fails, the account has a password and retains UPDATE_PASSWORD. The next run exits here, so it never removes the action that blocks the CLI password grant. Check and reconcile the required action for an account with a password before treating it as complete. Stop when the credential lookup fails.
If the credentials request returns an error, the if condition is false. The script then resets the password even when the account already has one. Separate a successful response with no password from a failed request, and return before reset-password on failure. Keycloak documents this lookup as a separate API request that can return an error. Parent issue: https://github.com/sequentech/meta/issues/13842
Realm imports clear user credentials while retaining user metadata and service-account configuration. New tenant provisioning retains client-backed service accounts and an admin requiring password setup, and the shipped template carries no user credentials. Operator guidance covers initial admin setup and existing-account remediation.
Remote configuration strips imported user credentials, requires admin password setup, and aborts on invalid realm JSON. Its two isolated script regressions pass.
Validation: six focused Rust tests, strict Clippy for the actual policy modules, REUSE, formatting, and applicable shell checks pass. The owning Windmill crate compiles and passes both focused filters (six tests total).
Existing deployed accounts and sessions require the documented operator remediation. No deployment or account changes are performed by this PR.
Summary by CodeRabbit
adminaccount without a preset password; an initial password update is required. Configured service accounts and client settings are preserved, while other seeded human accounts are not included.api-useraccount is disabled.
