On every clean checkout, npm ci follows this npm.pkg.github.com tarball URL, but GitHub Packages requires authentication even for public npm packages. The shared setup action defaults to https://registry.npmjs.org, and the test, lint, build, typecheck, format, and version workflows provide no GitHub Packages token, so their dependency-install step will fail before running. Regenerate the lockfile using the public npm registry; the same issue affects the new @seamapi/http and @seamapi/wizard entries.

Resolve conflict with Dependabot's #453 (http 2.34.0 / cli 0.43.0) by keeping this branch's pinned @seamapi/http 2.35.0 and @seamapi/cli 0.44.0, both the current latest versions. Regenerated package-lock.json via npm install. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
