When .aethyme/local/enabled is absent—as it is in the reviewed tree—the retained maintainer policy explicitly requires agents to continue normally without running Aethyme, while this new unconditional step requires every edit to begin with aethyme broker start and later be pushed and submitted through the broker. This leaves every non-opted-in clone with mutually exclusive instructions and can trigger broker worktrees or draft PRs despite the local-only policy; gate the generated workflow on the activation flag or deliberately remove the conflicting policy.
