Create the IIS native module skeleton - #4

Add the IISNativeModule DLL target under src/module/, following the request-level HTTP module walkthrough from the IIS native-code docs: - iis::HttpModule overrides every overridable CHttpModule method with skeleton bodies returning RQ_NOTIFICATION_CONTINUE (Dispose keeps the base-class `delete this` so instances aren't leaked). - iis::HttpModuleFactory implements IHttpModuleFactory. - RegisterModule is exported via iis_native_module.def and currently subscribes to no request notifications.
