Make the diff statistics on each PR list row a link to that PR’s /changes tab. The native link also supports opening in a new tab with Cmd/Ctrl-click.
The hover tooltip keeps the statistics and adds “Click to view file changes”, localized in English, Simplified Chinese, and Traditional Chinese.
Validation: 31 related tests passed for the link change; 14 related tests passed for the tooltip update. pnpm typecheck, pnpm build, and git diff --check passed.
