Summary

• show the number of in-progress workflow runs beside the repository Actions tab
• reuse GitHub's native navigation counter structure and hide zero or unavailable counts
• add a default-enabled option with English, Simplified Chinese, and Traditional Chinese copy
• cache the Actions count for one minute and coalesce duplicate requests
• refresh the count every 61 seconds so completed runs clear the badge
• animate an arc around the count, with reduced-motion support
