Adds a nightly schedule: trigger to the docs deploy dispatch.

Companion to rocky-linux/docs.rockylinux.org#105, which removes the schedule: trigger from build-docs.yml.

GitHub auto-disables workflows containing a schedule: trigger after 60 days of repo inactivity, and the disable applies to the whole workflow — it took repository_dispatch down with it, so docs deploys silently stopped for 8 days while the trigger job here stayed green.

Moving the nightly rebuild to this repo keeps the safety net while removing the auto-disable exposure: this repo sees pushes several times a week, so it will not go dormant.

Verified the production environment has no required reviewers or wait timer, only a branch policy allowing main/rocky-8/rocky-9. Scheduled runs execute on the default branch, so they will not stall for approval.
