What does this PR do?

Updates the hardcoded toolchain versions in 1-031_validate_toolchain_test.go to match the confirmed 1.20.9 RC component versions, fixing a [parallel] 1-031_validate_toolchain seen during 1.20.9 release testing.

• Helm: v3.19.4 → v3.19.5
• Redis: 7.2.11 → 7.2.16
• Argo CD: v3.3.12 → v3.3.16 (confirmed v3.3.16+ddd90a5)

Kustomize (v5.8.1) and Dex (v2.43.1) were already correct and are unchanged.
