vulnerability fix

What does this PR do / why we need it:
CVE-2026-71556 fix needs go-git/go-git to be upgraded to 5.19.2

but the cascading effect results in the following additional upgrade to have a green build:

  1. upgrading argocd to 3.3.15 (breaking change in filepath-securejoin v0.6.0)
  2. upgrading go-scm to latest v1.17.0
  3. upgrades golang to v1.26.3

updates filepath-securejoin as well to avoid build error:

Error: ../../../go/pkg/mod/github.com/argoproj/argo-cd/v3@v3.1.10/util/io/files/secure_mkdir_linux.go:16:20: undefined: securejoin.MkdirAll

build is still failing with the same error;
the issue is:

we should update argocd to v3.3 where this is resolved by 25228 - argocd v3.3. maps to our lowest in-release gitops-operator version v1.20 as well
