fix: restore release authentication flow

Summary

• remove the production environment binding that changed the Azure OIDC subject and caused AADSTS700213
• publish the npm package before Azure login so a CDN authentication failure cannot skip npm publishing
• retain the existing retry-safe package/version checks

Validation

• actionlint
• verified @rapidaai/web-widget@1.2.1 is still unpublished

After merge, the successful main CI run will trigger publishing of npm 1.2.1, both CDN paths, tag v1.2.1, and the GitHub release.
