JIT frames for PEP-523 consumers can't report deferred references #159961

Currently the free-threaded build needs to have deferred references reported to the GC. But if a JIT using PEP 523 creates a _PyInterpreterFrame there's now way for it to report these references if it doesn't just completely maintain them in the _PyInterpreterFrame's locals and that comes w/ a performance penality.
