Clarify that the requested ID is a minimum, not a guaranteed first ID.
The new text says later findings continue from the requested number. If that number is already used locally or in the ledger, numbering starts at a higher free number. Creation without --id uses that higher number. Add the collision case to the doc.

Add the SPDX license header to tests/test_id_scheme.py.
The new file starts with from __future__ import annotations and has no SPDX header. The contribution guide requires every authored source file to carry one, and it gives no exemption for test files. For Python, the header goes after the shebang. This file has no shebang, so the header goes at the top of the file, before the __future__ import.
As per coding guidelines, "Every authored source file must carry a short SPDX header." The Python placement rule reads "For Python and bash, place the header immediately after the shebang."

--id skips allocate_next_id, so the ledger neither records that number nor advances past it. Another audit that shares the ledger can then issue the same ID. The CC-NNNN bypass predates this change. The change also accepts explicit IDs for the configured scheme prefix, such as INT-0007, and those bypass the ledger too. Reserve each explicit ID in the ledger and reject IDs already issued.

Update the explicit args.id path before finding_id is assigned so it reserves

Custom findings cannot finish
ID_SCHEME=INT-0007 creates findings that much of the workflow cannot use. Listing and reports still scan only CC-*.md, create_evidence() rejects non-CC IDs, and the Phase 2 and Phase 6 checks do not count them. Update these readers and checks alongside creation so the advertised custom-prefix workflow can finish.
The reason will be displayed to describe this comment to others. Learn more.
Explicit IDs can repeat
An explicit --id bypasses the shared ledger. With two audits using the same ledger and CC-0001 scheme, creating --id CC-0001 in the first audit leaves the ledger unchanged. Automatic creation in the second audit can then issue CC-0001 again. Reserve and check explicit IDs under the same lock as automatic IDs.

Keep findings from earlier id prefixes in iter_findings.
After a scheme change, iter_findings matches only CC-*.md and the active prefix. Findings with an earlier prefix, such as INT-0007-*.md, are omitted from render_index. Include the prefixes that existing findings use, or match any <prefix>-<digits>-*.md finding file.

Pass notes_root into iter_findings and find_finding.
next_finding_id reads the ID scheme from ctx.notes_root. iter_findings and find_finding instead derive the notes directory as findings_root.parent / "notes". When the findings and notes directories are not siblings, the scheme is not found, so listing skips the INT- findings that creation issued. Thread notes_root through both functions, and pass ctx.notes_root from load_findings.

Anchor the scheme ID match to the start of the filename.
IdScheme.number_re() is unanchored, so issued_numbers counts an ID-like substring anywhere in a finding filename. A manually named file such as INT-notes-INT-9000.md is scanned by the new INT-*.md glob and inflates the counter. The next generated ID then becomes INT-9001, skipping the real IDs. If the inflated number no longer fits the scheme width, ID allocation raises an error.

Checking IDs consumes them
With a ledger configured, make next-id reserves the ID it displays. If it prints CC-0142, the next make findings-create creates CC-0143 instead. Rerunning make phase-1 without arguments also consumes an ID through its status message. Use preview_next_id() for display and reserve IDs only when creating a finding.

Keep the packaging check compatible with IDs issued before a scheme change.
validate_finding_id now accepts only the IDs of the saved scheme, or CC-NNNN. A scheme change can leave findings that use the old prefix. The packaging command then rejects those findings with Invalid finding id format, and no fallback handles earlier prefixes.
make phase-1 ID_SCHEME=... overwrites the saved scheme without checking for existing findings. Before this change, CC-NNNN was the only ID format, so packaging accepted every ID the tool could create. The new scheme creates other prefixes, so this failure is new. Choose one correction: refuse a scheme change while findings exist, or make packaging accept IDs for finding directories that already exist.
