The corrections

Walking Wake and Iron Leaves learn their starting moves at level 1, not at level 0. In PokeAPI, level 0 means "learned on evolution". The current Scarlet/Violet data has 235 level-up keys at level 0, and all of them belong to evolved Pokémon, except these 8. These two Pokémon do not evolve from anything (evolves_from_species_id is empty), so 0 has no meaning for them. Bulbapedia and PokemonDB both list the moves at level 1.

• Walking Wake: Leer, Roar, Twister, Aqua Jet (Bulbapedia, PokemonDB)
• Iron Leaves: Leer, Quick Attack, Helping Hand, Work Up (Bulbapedia, PokemonDB)

Ursaluna: Headlong Rush at level 1, in addition to the evolution row. The current data has only the evolution row (level 0). Bulbapedia lists "Evo." and "1" for the move. PokemonDB and Serebii list the evolution entry only.

The additions

Egg moves, mostly of evolved Paldean Pokémon. PokeAPI already lists Scarlet/Violet egg moves for evolved Pokémon (986 of the 2,659 current egg rows), but some evolution lines are incomplete. Example: Quaxly has 4 egg moves, Quaxwell has 0 and Quaquaval has 1. This PR adds the missing egg moves for Floragato, Meowscarada, Quaxwell, Quaquaval, Crocalor, Skeledirge, Pawmo, Pawmot, Clodsire, Farigiraf, Dudunsparce, and others (45 Pokémon in total). Three of the 45 are not evolved Paldean Pokémon: Fomantis, Noibat and Rockruff, with one egg move each.

TM moves. 51 rows are base-game TMs (TM003 to TM171) and 24 rows are DLC TMs (TM172 and up). The two largest groups are Calyrex Ice Rider (12) and Calyrex Shadow Rider (10). The list also contains Maushold's Baton Pass TM, which version 2.0.1 added. PokemonDB still lists Baton Pass for Maushold as an egg move only. Bulbapedia marks the row patch=Version 2.0.1 onwards.

Level-up moves. Vise Grip for Clauncher, Clawitzer, Crabrawler, Regidrago and Klawf, and Defog for Noctowl.

How every row was checked

Each added or changed row was checked against two sources that give data per game, not per generation:

1. the Bulbapedia learnset wikitext, read with the game markers of each row;
2. PokemonDB, Scarlet/Violet tab.

A row is in this PR only if both sources agree, including the level for level-up moves. There are two exceptions: Maushold's Baton Pass TM (explained above), and Ursaluna's level-1 Headlong Rush (Bulbapedia only). Serebii's Scarlet/Violet Pokédex also lists every move of this PR on the Pokémon's page. It was not used to decide, because our reader of it does not check the form icons.

Rows that only one source supports are not in this PR. Examples: TM moves that Bulbapedia gives to Noibat but that only Noivern has, according to Serebii and PokemonDB.

Not in this PR

• 286 moves that Scarlet/Violet teaches only through the Move Reminder. PokeAPI has no convention for them today. This relates to Lack of distinction In Evolution and Reminder moves PokeAPI/pokeapi#1153. I can open a separate proposal.

Validation

• build_all() loads the CSV: 638,601 pokemon_v2_pokemonmove rows, the same number as the CSV.
• manage.py test passes: 68 tests, OK.
• /api/v2/pokemon/walking-wake/ now returns Leer at level 1 in Scarlet/Violet.

Review notes (fork only, remove before upstream)

1. Ursaluna / Headlong Rush level 1. Only Bulbapedia supports it. Upstream has no other Scarlet/Violet key at both level 0 and level 1. Recommendation: drop this row.
2. Sister forms. Upstream keeps these pairs identical, and this PR changes only one form of each: Maushold Family of Three (7 rows), Dudunsparce Three-Segment (6), Oinkologne Female (5), Palafin Hero (5), Basculegion Female (3). Bulbapedia, PokemonDB and Serebii list 25 of these 26 rows; the 26th is the Maushold Baton Pass TM. Recommendation: add the 26 rows.
3. The commit message says "each attested by both Bulbapedia and PokemonDB". That is false for the two exception rows. Rewrite it before upstream.
