Adds Jira Cloud on top of #19274 and completes the tracker workflows found during the stack audit. Uses native actor IDs and workflow states, supports project bindings, and shares rate-limit pauses with pull requests. The PR quota refresh change is separate in #19403.

Fixes issue creation, paging, comments, permissions, linked pull requests, and MCP choices. The client keeps loaded pages during refresh, limits each read, shows partial-data notices, and checks issue-type and write permissions before submission.

Verified with 328 focused tests across 20 files, scoped server/web/client-runtime/Jira type checks, changed-file lint and format checks, Jira/Linear export checks, and an isolated real-client pass using fake Jira and Linear data. Jira supports standard Cloud site API tokens. Issue types with unsupported required fields return a clear error. The UI captures use fake local data; the upload tool requires upstream write access.

Models: GPT-6.1-Sol using Codex and Claude Opus 5.5 using ClaudeX.
