Reworks the README layout (centered logo, link bar, translation status chart) and moves CONTRIBUTING.md to .github/ with a quick start, a short section on the automatic Sync EN issues, and a pointer to the official examples coding standard. Adds a SECURITY.md pointing to the php-src policy.
