feat(completion): order nicks by recent speakers and add Mention to the user menu - #333
Tab completion and the @ picker sorted members alphabetically, so ha<Tab> picked whoever came first in the alphabet, not the person who just spoke. There was also no way to mention someone from the member list or from a nick in chat.
Tab completion and the @ picker list the people who spoke most recently in the open channel first, then everyone else alphabetically, and our own nick last. The member list itself stays alphabetical.
The user menu (member list, and a nick in chat) has a Mention item. It writes nick: into an empty composer, or the nick after the existing text, and leaves the caret at the end. On a phone it switches to the chat first.

New Features
Add a Mention action to user context menus. Selecting it inserts the username into the message composer; on narrow screens, the chat view opens as needed.
Nickname suggestions prioritize people who have spoken recently, with the current user placed lower in the list.
Improvements
Mention formatting is consistent whether selected from the member list or a user context menu, and the composer remains ready for typing.
The Mention action is available in multiple languages.
The change adds recent-speaker ranking to nickname completion and a Mention action to user context menus. Mention requests are scoped to a server and inserted into the selected conversation’s composer. The action has translations across 19 locales.

Summary
Completion ranking and mention insertion src/components/chat/completionProviders.tsx, src/components/layout/ChatArea.tsx, tests/components/chat/completionProviders.test.tsx
Nickname suggestions use recent message and notice authors for ranking, with the current user placed last. Shared formatting handles mention suffixes. ChatArea uses the helper for member-picker selections and passes recent-speaker ranks to nickname completion. Tests cover ranking and formatting.
The context menu shows Mention when a callback is provided and the target is not the current user. MemberList switches narrow views to chat and requests insertion for the menu’s server. ChatArea clears matching requests and inserts the nick. Locale entries and UI state fixtures support the action and request state.
A mention can be lost when the user is on the server-notices view instead of an active conversation.

server-notices stores a channel ID, so channelKey is non-empty even though no channel object resolves and the composer is not rendered. A matching pending request can therefore reach this effect and be cleared before insertMention has a mounted input. The request source is separate from the selection, and the pending value remains in the store while ChatArea is not mounted on the mobile member-list view.
Guard the clear-and-insert operation on the resolved conversation. Include those values in the dependencies so the effect retries when the composer becomes available.
