Add -n option to task list command
clap does not allow an argument to be both global and required. Running any subcommand in a debug build panicked with "Global arguments cannot be required". Set `required = false` on `api_key` so it remains a global argument.

clap では
global = trueとrequired = trueを同時に指定できない．そのため，b4b4b50 でapi_key/urlをグローバル引数にして以降，debug ビルドではどのサブコマンドを実行してもGlobal arguments cannot be requiredで panic していた．そこで，両引数から
required = trueを外し，required = falseを指定して修正した．
