Summary of Changes

This PR adds an automated workflow to keep the CI runner dependencies up to date on a weekly schedule. It introduces a GitHub Actions workflow that invokes the reusable VIPM update workflow, along with the dependency manifest and lock files used to track the runner’s LabVIEW package set.

Reason for Change

The CI environment depends on a set of VIPM-managed packages under Tooling/deployment. Updating these dependencies manually is repetitive and easy to miss, so this change automates the update process and helps keep the runner configuration current with less maintenance overhead.

What Changed

• Added a scheduled GitHub Actions workflow: .github/workflows/automatic-update-dependency.yml
• The workflow runs automatically every Saturday at 09:00 UTC
• It can also be triggered manually via workflow_dispatch
• Added dependency source files:
  • Tooling/deployment/runner_dependencies.toml
  • Tooling/deployment/runner_dependencies.lock
• Set the workflow to generate dependency update PRs against develop using the branch automation/vipm-dependency-update

Testing

• Verified the workflow definition and dependency files were generated successfully
• No application runtime changes were made; this is a CI/dependency maintenance update
