Read JetBrains quota from JbaiQuota and Junie records - #886

Parse the JbaiQuota and JbaiQuotaRefill layouts and the Junie quota_update JSON relayed to idea.log. Malformed latest records still reject the log, a disabled AI Assistant error is skipped, and same-IDE freshness and the XML fallback are unchanged.
