Summary

Moves the floors job to CI10 from the org standard (modern-python/.github#142), the same change as modern-python/db-retry#82.

On 3.10, the floor Python, the compile step stays strict: it pins direct dependencies to their declared floors with --no-deps, and builds are allowed, so a floor with no wheel there fails the wheel-only install that follows. On every other entry it resolves the whole tree with --resolution lowest-direct --no-build, so it tests the lowest versions that have a wheel on that interpreter.

The job's comment cited CI6, which is retired; it now cites CI10.

Checklist

  • Not tested locally: the local runs for this PR cloned the branch before the change was committed, so they exercised main. CI on this PR ran the changed jobs and passed before the merge.
