Extend the existing CLI attachment test with a background-tab reload, check that tab's title during attachment, and verify that later commands complete.
The reported half-initialized frame did not reproduce on upstream main, CLI 0.1.22 with its pinned core, or CLI 0.1.22 with core 1.64.1. This is coverage for the background-reload scenario, not a runtime fix or a simulation of the missing execution context.
