Branches like release-notes-1.63 matched the 'release-' prefix and were picked as the stable version. Also queue Pages deployments to avoid failures when two deploys overlap.

Summary
release-notes-1.63as a release branch (see feat(roll): roll to notes-1.63 Playwright #2148), so stable docs were rolled from the wrong branch. Onlyrelease-<major>.<minor>branches are considered now, and they're sorted numerically.concurrencygroup to Deploy so overlapping deploys queue instead of failing (run 35118798248).
