Limit Dependabot to minor and patch updates - #9

This reverts commit 1b31fca. The major bump was merged by accident; dependency updates here take minor and patch versions only.
Major upgrades are done by hand when they are wanted, so Dependabot no longer opens PRs for them.

package.jsonand lockfile state from before #7, which passed CI.@types/nodeis a dev dependency and is not in the published package.Deliberately not done: the open major PRs (#2, #3, #5, #6) are not closed here. Close them by hand, because Dependabot may not close them on its own after this config change.
@types/nodestays on 22 and was not moved to 24 to match the Node 24 runtime, because only the revert was asked for.
