С ядра 5.7 SO_BINDTODEVICE доступен непривилегированному процессу, если сокет ещё не привязан к устройству. Тест привязки больше не пропускается на linux, в README оговорка только про старые ядра.

С ядра 5.7
SO_BINDTODEVICEработает безCAP_NET_RAW, если сокет ещё не привязан к устройству. Проверено в контейнере без capabilities под непривилегированным пользователем:TestInterfaceBoundпроходит.CAP_NET_RAWнужен только на ядрах до 5.7.TestInterfaceBoundбольше не пропускается на linux.
