OpenAPI does not work through kong

OpenAPI can be accessed directly through http://localhost:3000/docs but fails http://localhost:8000/webapp/docs.

Implementing a new client works with webapp internal address.

Setting the OpenAPI prefix allows login.

FastAPI does not use the kong-oidc headers X-Access-Token. Would require FastAPI pull request to allow custom headers.

Specifically:
Authorization: OAuth
Authorization: Bearer
X-Access-Token
X-Id-Token

There are several path variables. The docs_url and redoc_url are now implemented but may not be setup correctly with kong.
