ci: split the single job into parallel static, db and sharded e2e jobs - #22

One job ran everything serially in ~15 min, ~10 of it e2e on 2 workers. Static checks fail fast with no services, test:db runs beside them, and Playwright shards the e2e suite 4 ways. A `check` gate needs every job so the ruleset's required check keeps its name. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
