Add API method that allows the caller to enable safe mode for that API instance.
Safe mode currently only modifies the options of Kind 2 to include the
--no-includeoption. Safe mode will also eventually enable the usage of docker containers for executions of Kind 2.The LSP PR #20 depends on this one to work, since it calls the
setSafeModemethod.Also requires changes from Kind 2 PR #1552 to be present in the Kind 2 executable.
