bump to OS MSV to macos13

fixes #45

and other misc. sundries

the main fixes were:

• removing @objcMembers annotations in WebView and WebViewController
  • these manifested as crashes in the new ScreenTime spyware views' failing to perform retains on the MPWebView's pointer. I'm assuming there was some objc symbol clashing so it was best to go back to manual per-method/property @objc annotation.
    • I renamed openURL -> open_url to to stay out of Apple's way for this same reason
• updating the proxyConfiguration in WebView
  • it seemed the private/undeclared APIs I had been using successfully in older macOSs were breaking Webkit's Network processes, leading to zombied & blank tabs.
  • no idea if my new code works yet (it is guarded to macOS 14) but the soft-crash is fixed by not even trying to proxy rn.

there are other latent issues and instabilities but at least its somewhat drivable for me again on macOS 26.6.2

I'll try to revive my last unlinuxed Intel mini to test but am not optimistic about it there.
