Retain all dependency scans and JSON reports, but make HIGH/CRITICAL findings advisory until issue #15 is resolved, as explicitly approved by the maintainer. Scanner execution failures and functional validation remain blocking. Publication to Anaconda and Quay is separately selected manually. Validation: 23 release-control tests passed.
