docs: tell agents to stop when a task needs a new symbol - #2

Three fresh agents got a task that needed a function that the Interface section of the grammar does not list. Each one added it anyway: two hid it as an internal helper, and one exported it. CI caught none of them. AGENTS.md now says to add nothing and to ask for a spec change first, and three more fresh agents then stopped as they should.
