Adds a Graphiti-inspired custom filter DSL for public names and mapped values. Custom handlers reuse the existing eq/ne/gt/ge/lt/le operators and receive arrays of values. Existing permitted_filters behavior remains unchanged.
Also modernizes the gem development baseline to Ruby 3.3.4, Bundler 2.5.11, and Rails 7.1, and prepares the 0.4.0 release.
