Plan: exempt — org PR template change for the planning gate itself.

Adds a Plan: line to the org default PR template so every repo without its own template prompts for the plan-before-code link (enterpriseaigroup/eai-stack#929, enterpriseaigroup/tech-docs#383). The per-repo plan-gate workflow reads this line.

This changes no cross-service contract.

Closing: this is the public customer-facing PR template; an internal plan-before-code field would confuse external contributors. eai-support repos get the plan-gate via their own PRs.
