TL;DR: ctl's offline catalog was missing four Console kinds; it is now regenerated from the Console 1.48.0 release.
What & why
ctl reads the kinds from a Console's OpenAPI at startup and falls back to the embedded catalog only when it cannot reach the API. That fallback had drifted behind Console:
