Keep brand locks and social previews out of packaged documentation - #3

Every repository now records its brand delivery in .github/brand/brand.lock.json, so the shared check needs no input and a website lock is never published with the site. Social previews move to .github/brand/, leaving only README headers in Documentation/Brand/, which plugins ship inside their packages. Member repositories no longer receive icon files they do not use.
