Moves from
[self-hosted, Linux, desktop]to the credential-free arc-public-* pools (codedownio/codedown#1493).The stack job becomes a tests job running the new .#tests output, so it needs no writable ~/.stack — which on a pod is cold every run. Adds .github/actions/arc_env for the GITHUB_TOKEN (fetch rate limits) and NIX_PATH.
Run time went from a cold stack build to 49s.
