enables all the tethering options while data saver is enabled
turns out they are only locked UI-side: the settings app does
setEnabled(false)on them, but they do still work when toggledthe only thing i didnt research and fix is that all tethering options get switched off when data saver is switched on, but with this module they can be switched on manually directly after that again, and i think thats fine
confirmed/tested working on LineageOS 23.3 on
d2s
