Initialized cache-region decorators continue serving cached results after their region is disabled. Check the live enabled flag using the existing per-invocation region lookup, while retaining the initialized cache for reenabling. Other region options keep their existing behavior.

The production fix adds exactly two lines.

Validation:

• Regression reproduced the stale cached result before the fix.
• 24 decorator/cache-manager tests passed after the fix.
• Coverage verifies disabled calls execute the original function with correctly bound arguments and reenabling reuses the prior cached value.
• git diff --check passed; code-quality review approved the unchanged diff.
