Docs for the resource alerts feature: apache/cloudstack#13478
Adds a Resource Alerts section under Event Notification. It covers who can create rules, how to create one, metrics, how alerts fire, alert history, where alerts are sent (webhook, email, event bus) and the settings. Screenshots added for the rules list, create form, rule details, alert history and the Alerts tab on a resource.
