Matches chain-config PR (gating the method behind the same static_error_header_evaluator used for getAccountInfo/getBalance/ getTokenAccountBalance's historical params): FREE tier gets -32600 instead of silently reaching the method. Adds the same tier note to both surfaces, mirroring getAccountInfo's existing convention: a sentence in the OpenRPC description, a Warning callout in the narrative page, and the -32600 message in the errors list.
