Release vLEI 1.0.5 with KERIpy 1.2.17 - #100

Pin gleif_keri 1.2.17 while retaining gleif_hio 0.6.21. Update package, module, image Makefile, and runtime ownership assertions as one release change. All 51 schema-server tests pass in a fresh unprivileged Docker container; dependency consistency and KERI database smoke checks pass.

vLEI 1.0.5 pins gleif_keri 1.2.17 and retains gleif_hio 0.6.21. Update module/package/Makefile versions and import ownership assertions.
Validation: all 51 tests, dependency consistency, import ownership, and KERI database checks pass in fresh unprivileged Docker without host mounts. Wheel/sdist and Twine checks pass; CI and AMD64/ARM64 image validation gate publication to GitHub, PyPI, and gleif/vlei.
