vMenu Enhanced is a server side menu for FiveM for GTA V Enhanced, providing full configuration and permissions support. It is a from-scratch remake of the original vMenu for FiveM (legacy), containing a complete refactor and performance optimized approach to how the menu is built. It also now supports full localization (translations) and custom plugins that anyone can write to create new menu's inside vMenu (see the bottom of this readme).

The documentation for this has not yet been built for vMenu Enhanced. Take a look at the Getting Started guide on the docs to see how to setup vMenu Enhanced. It tells you where to find the example permissions.cfg and configuration.cfg files to get started.
Just like vMenu legacy, vMenu Enhanced will be using MenuAPI (MAPI), a custom menu API designed specifically for vMenu.
vMenu Enhanced can be extended with plugins, which are separate FiveM resources that add their own menus inside vMenu. A plugin never patches vMenu, and vMenu does not need to know it exists beforehand. The two introduce themselves to each other while the server runs, in whatever order they happen to start.
Made and kept up to date alongside vMenu itself. Each one is ready to install, and each is also worth reading as an example of how a plugin is put together.

Two NuGet packages are all you need to write one:

Both bring vMenu.Enhanced.PluginContracts along with them. That one is the shared protocol between vMenu and a plugin, and is not something you reference yourself. Every package is published alongside the vMenu Enhanced release it belongs to and carries that release's version number, so pin them to the vMenu version your server actually runs.

A plugin built on these packages is a work based on vMenu, so it has to be licensed GPL-3.0 or AGPL-3.0, just like vMenu is GPL. That means open sourcing it if you hand it to anybody else, free or paid. See License below, and the licensing section of the plugin docs for what it asks of you in practice.
The LICENSE.md file is authoritative and always overrules anything mentioned here.
